Usually the conclusion seems to be that this needs to be done. What is the base of this conclusion, really? For what it's worth, I usually buy a one-year business visa, register for the entire year upon arrival (at the post office, for around 100 roubles), and leave and return to Russia as I desire, without any more registrations for that year. (What a relief.) The border authorities are not concerned with registrations as long as the visa is valid, and the local authorities are satisfied as long as I'm registered while in Russia.
