We will be arriving in St. Pete on a Thursday afternoon and leaving for Moscow on the following Sunday. (less than 3 working days ).
We will also have less than 3 working days in Moscow before leaving Russia.
We plan on renting an apartment in St. Pete and will need to get our visas registered and the documents returned to us in Saint Petersburg within one and a half working days. We plan to use this site's visa service.

Can this definitely be done, and will it involve any extra cost.

No, it will not invoive any extra costs. You will only need to pay for the registration $20 US. However, if the total period of your stay in Russia is less than 3 working days, you don't even need to make a registration.

Thanks very much for your reply.

We will be in Russia for a total of 7 days but not in either city for 3 consecutive business days.

Can the visa be registered on the spot in Either city?

No, it can't be registered on spot. It's illegal unless you are staying in a hotel. If you register through a travel agency this usually takes 1 day.
