My wife arrived in Moscow on Tuesday July 8th. She has a homestay visa and she is staying with friends in Moscow. Anyways, she went today Monday the 14th to the office where they register the Visas. The person that invites her is out of town and she is actually in poor health. An officer told my wife that it was the last day to register and they cannot do so unless the person that invited her show up at the office. They also told her that since she is late registering she would have to pay a fee of 3,000-4,000 rubbles!!!. She tried to explain to them that the person that invited her is sick and out of town. It seems that it doesn't matter for them and she would neeed to pay the fees. Is there anything she can do about this? She is so upset and frustrated with the registration proccedure. I would appriciate any help.
