Russian Visa for travellers in Shanghai?

Apparently the Russian consulate in Shanghai has now stopped issuing visas to non-residents, but according to this website there is "no problem". Could you please tell me if this is true or if you just haven't updated your site since the change in regulations? If so then further information like whether a letter of invitation is required for a tourist visa, or just business visas, and if so do they require originals or will accept faxed copies would be great too.
