What is the weather like in early september for Moskow and St. Petersburg? Is it short sleeve or long sleeve, and do women still wear the open toe sandals in September?

It's kind of both -- sometimes you've got very warm weather, sometimes cooler weather. Basically, it won't go lower than 10 celcius. Women wear open clothes whenever possible, as for the sleeves -- I think longer is better at that time
