This may be old news to most, but I struggled actually to find it in black and white on the forum (tho it is hinted at strongly).... I am a UK national Sad and I have applied for my visas (both tourist and 6mth biz) maybe 20+ times in Helsinki. I now live in Singapore, (but have no residence permit there, so cannot apply in Sing, sadly.)

Ok - I emailed the Russian consul in Helsinki and got this back:

"Dear Sir,

You can apply for the Russian visa at the Embassy of Russia in Helsinki only if you stay in Finland for the period more then 3 month. In that case plus to the set of documents necessary for the visa application you should have a document confirming your legal presence in Finland during the mentioned term (pyssiva visa, letter from police or letter from your place of work, etc.) In another case you should apply for a visa in the UK.

Consular Dept, Embassy of Russia in Finland"

Clearly, for UK citizens, holding an EU passport that (as a matter of law) allows you to live and work in other EU countries without restriction is not enough to persuade the Russian consul of your "right" to stay in any EU country so as to be able to apply for a Russian visa there.

You must therefore apply in the UK. One further thing - I contacted two visa agents in the UK, they confirmed this AND said that they must receive the papers and application from within the UK (if e.g. you thought about DHL'ing your passport and application forms etc from where you live to the UK agent, they won't accept it!). You'd have to send it all to a UK friend who then sends it on, and receives it back from the agent, within the UK. Or, in my case, pay $1500 to fly to bloody London, queue up at 5am outside the Russian consul for the privilege of being abused and treated like a war criminal...... All this to get a tourist visa to Russia..........

I would be interested to learn from non-UK EU citizens if they have been able to apply for visas in Helsinki?
