This question isn't relevant to Russian visas, but it's the closest forum.

I plan to visit Kazakhstan this summer, and I want to cross into Kyrgyzstan for a few days, and return to Kazakhstan.

According to my local Kazakh embassy, with an invitation I can receive a double-entry tourist visas, but on the waytorussia's Kazakhstan Visa Support page they are only providing invitations for single-entry tourist visas.

Should I get a double-entry business visa instead of searching for a double-entry tourist visa? Is there any risk to using a business visa for the purposes of tourism in Kazakhstan?

After selecting a double-entry business visa for Kazakhstan, would it be worth explaining to the invitation provider I really wanted a double-entry tourist visa instead?

You don't need to get both visas for Kazahstan and Kirgizstan in your country. Just get the Kazakh visa and then ask for the Kirghiz one in KZ.
That's what I did in 2005.

As for your question about doing tourism using business visa, no problem, that's also what I did and no trouble.
