Does anybody know if the Karagai Pass-Road between Ust-Kamenogorsk/Leninogorsk (KZ) and Ust-Koksa (RUS) in the Altai Republic is open for foreign travellers. My new Russian Atlas shows a small road, but it is not clear if only locals can use this road.

I don't know about that. If there's a train route nearby, then yes, it should be OK.
