Okay, I am a US citizen studying abroad in Madrid, Spain, I am under a student visa in Spain which allows me to enter and exit Spain freely while I complete my year of studying. I would like to know how I would go about obtaining (in Madrid,) a Tourist Visa to visit Moscow, Russia for a few days. Since I am a legal resident of Spain, can I do the paperwork here? If I can from obtain it from Spain, how would I go about it?? Or do I need to go back to the US to obtain a Tourist Visa? Thank you

I think you are in luck. Most Russian consulates accept applications from citizens of third countries, IF the applicant has long term status (permission to stay at least 91 days) in the country where the application is made.

You can investigate from the consular website:

http://www.spain.mid.ru/

I expect that you can apply at the Russian consulate in Madrid without problems. Possibly, there will be a different application form for US citizens.
