polarrrbear Frequent Guest Joined: 31 Aug 2007 Posts: 53	Posted: Wed Jan 13, 2010 9:46 pm    Post subject: Standard regulation is that you can only apply for a visa in the country where you hold legal residency of some kind. That normally means no person of transit, tourist or illegal status are eligible. However, in some countries, Russian embassy/consulate 'seem' to accept visa application from non-resident, with or without some kind of requirement. I hear as far as Europe go, England is the only one so far. Visa run was pretty common until this regulation came into effect, but it pretty much eliminated that possibility for majority of foreigners.
