I am a Brazilian travelling to Russia on June 6th. I am planning that as soon as arrive in Moscow, I rent a car and travel to Saransk, the city where my gf lives. Everything seems to be ok until I discovered that Saransk is situated on a restricted area. Anyone knows if that means that I will not be able to visit her??? Or if this is not a problem, what can I do, what kind of permissions I need to visit her? Can I say to the consulate that I will go to Moscow and them Saransk? They won't deny my VISA because I am trying to visit an restricted area?
I will really appreciate your help!

How do you know that Saransk is a restricted area? I checked some websites - foreigners often visit this city, even foreign students study there. There are some plants which are not for public visit, but as far as I know you can easily travel in the city.
While living in Russia I never heard of any special travel rules in Saransk. Anyway, you should say to the consulate about your visit to Saransk, also the invitation of your girlfriend would be helpful.
