My few minutes of web searching didn't turn up any clear evidence of regularly schedule flights for this airport. However, there is reportedly an airline (Bural, former Buryat or Buryatia) that operates from Ulan-Ude, that likely would service Nizhneangarsk. Getting more information will probably need some fluency in Russian...
