Greetings from Muenchen

Can anyone advise me where I should apply for a Russian Tourist Visa, in the States or in Germany? I am a US national living in Muenchen for the past few years. I have temporary German residency permit but it expires at the end of October, 2010. I would like to visit Russia next month if it is possible

The general principle is that a foreigner must apply for their Russian visa in the country that issued their passport (in your case, the U.S.).

However, it appears that most (if not all) Russian consulates will accept applications from nationals of third countries, if the applicants can document their long-term (91 days or longer) status in the country where the consulate is located.

Your residency permit is just the kind of document the consulates look for ... so I expect that applying in Munich will work fine for you.
