These are the cheapest that I know of.

http://www.traveligit.com/other/list_chelyabinsk.htm

I stayed at the Malakhit for 4 days and it was nice, just a short walk from the piazza that leads from the main square to to the river. Lots of restaurants, shops and cafes on the piazza. On the 5th floor of the Malakhit they served breakfast in a little cafe and sold cold dishes and refershments all day long. My girlfriend and I liked a nice little fish salad with sour cream and a dash of beet root.

I saw the hotel Chelyabinsk right between the train station and the main bus terminal. Very convenient location since lots of the trams and marshrutnie taksi go to the train station. Not far from there is the Titanic restaurant which was excellent.

I also recommend the Fox and Goose pub and a cafe that serves coffee and pastries called Koffeyniya Venetsiya.

Ekaterinburg calls itself the capital of the Urals but I found Chelyabinsk to be a more pleasant city to visit. And everything in Chelyabinsk seemed to be in better repair than Ekaterinburg.

BTW, this is the pub where our president Vladimir Putin drink beer at his last visit to Chelyabinsk. Been there... nothing good except for ale. Better visit restaurant "Staroye mesto" ("Old place") 150m towards river.
