I can give you a reply on your question. Yes, you are right, Bolshoi Kamen city has a status of being Closed administrative territorial unity. It is a closed city both for foreigners and Russians. A special "outsvise" is needed to go there. As for Vladivostok, it is no more a closed city-port.
