95% of people who apply for a visitor visa to the UK are accepted the same day.

My girlfriend was too nervous to speak English when she applied at the consulate but she still got her visa.

The important thing is that the consulate must believe that she WILL return to Russia and she WILL NOT marry you in the UK. It is illegal to get married with a visitor visa.

This is usually not a problem. Send her a letter (or fax) inviting her to visit you to see the sights and offering to pay for all her expenses. Tell her to be honest and answer all questions at the consulate truthfully. Have you asked her to marry you? If not, then that is good. If you have, then perhaps you could agree to marry in Russia so that if they ask her about it she will not raise suspicions.

Does she have an international passport? She cannot travel to the UK with the normal Russian internal passport. She needs a "zagranpasport".

There are consulates in Moscow, St. Petersburg and Ekaterinburg. The FCO has lots of info on the web including the visa forms and guides. If you go to the embassy website in Moscow you can also find the same forms and guides in Russian. If she doesn't have Internet at home, you may wish to print all of this stuff and send it to her.

It is true that the consulates are suspicious of young single girls. They don't want to give visitor visas to prostitutes because they should apply for work visas or immigration visas. And they don't want to give visas to naive young girls who are being exploited by human trafficking organizations. The good news is that these people now come in through the Baltic countries so Russia is no longer a major source of bad visas.

I say again, read the FCO and the Moscow embassy websites. They are packed with all the information you need to successfully get a visa to the UK.
