Hotel wants 50 EUR to have a car there and I believe even if I use the taxi mafia, it won't be that much. I arrive around 11:45 in the morning. I don't mind using a bus if there is one. Thank you.

From Pulkovo-2 there's a bus which goes to the metro Moskovsky prospekt, but I advice you to order taxi in advance avoiding the taxi mafia. Just call to the office of one of the taxi services or ask someone in the city to order a taxi to the airport by the time of arrival. You'll have to pay much less than 50 euros and woun't lose your nerves cause it's dificult to use metro not knowing cyrillic alphabet and without couple of words in russian...

I'm pretty sure that you wouldn't find a taxi at Pulkovo 2 for much less than 50 EUR (maybe you would find one for $50 but I'm not exactly sure). You can go on the bus and then the Metro, but there isn't a Metro station within 15-20 min walk of the Angleterre. Your best bet would be to somehow organise a local taxi to meet you, which would then cost you about 500-600 roubles (about $20-25).
