This appears to me as yet another America-bashing and over-simplification by looking at an obscure language feature, then saying "look! therefore you people are dumb!". {the writer however uses "Foreigners" not "Americans" - how polite}. FYI, one can say things like "American citizen", "American national", "Afro-American", "Asian-American", "American-born", "expat", "immigrant American", "green card holder".... Please dont be so negative.
Even in Italy we have only a word to translate "russian" and no more.
But all people know Russian language is not so easy like English.
"American citizen", "American national" and so on are 2 words: in this case a meaning is done from two different concepts.
In Russian language you must know the difference between "russkyi" and "rossijanin" studing the therms.
In English you can use a composed word (that is easyer to remember)

People that live in the Sahara desert have more than 100 words to call different kind of camels. In many other languages there´s only one, camel. This doesn´t mean that are calling you dumb and that is again American-bashing when they try to explain you that

You cannot always identify a russian easily because it's a mix of a variety ethnic group. Yet many russians are not very tolerant of other ethnic groups.

BTW I know Marat Safin is Tatar, so how "Russians" would identify him ? Tatar, Russian Tatar, Russian ?
