I live in Philadelphia, and I would really love to learn Russian, but there are no language centers here that offer Russian. Is there anyone who lives in Philly, speaks Russian and is interested in becoming a tutor?

Have you tried contacting universities in Philly? I'm under the impression that many universities in the states offer Russian studies and/or Russian language. You might be able to get in touch with some people there since many Russian academics have found their way into many universities all over and could offer private lessons. That was how I found my first Russian teacher--and she seemed to be the only qualified teacher in my country.

I could be wrong... Confused Good luck!
