Is there a curfew in either Moscow or St. Petersburg? If not, are the streets safe to walk late in the evening?

No, Very Happy of course there's not.

As for safety, I would say it's safer than some other European or American cities. Just normal safety, no more, no less.

Nope, there isn't any curfews in either city. Early evenings are a good time to go for a walk. The streets are usually flowing with people, but late evening, between maybe 11pm, and later, beware. Some strange folks come out during this time. It is always best to travel in a group of two or more, but that's true no matter what large city you visit.
