I am arriving by ferry via Tallink. How far is this place from the harbour? What is the best way to get from the harbour to the State Education Centre? I have never been to Russia, so I am not familiar. Thank you.

Do you mean the State Educational Center of "MinAtom" - http://graph.runnet.ru/alpha/indexen.html? The easiest way to get there is taking a taxi - it will cost about 800 roubles ($30). A cheaper option can be taking a taxi to Narvskaya metro station (the closest to the Harbour, ~400 roubles, or $15) - and then taking metro (8 roubles) to Pionerskaya station (see metro map http://www.saintpetersburgtours.ru/metro.html). 5 minutes walk from there.
