for some reason I just phoned the Russian embassy, asking what to do in order to drive a car in Russia. My exact conversation was::

Q:I would like to know what to do if a Chinese person want to drive a car in Russia.
A: Well he can't, because we have.... (he stopped his answer there)
Q: so NO foreigner can drive a car in Russia?
A: Yes, that's right.

- ok, thank you. bye bye.
-- bye bye

I'm still waiting for my international driving permit... China doesn't recognise idps. Therefore it must be bought via the internet. Chinese people, however, who want to enter Russia by car can do it by having their driving license translated into Russian by an official government owned translating service. Several Chinese people have done this...

The notarised official translation is vital in my opinion.
The idp would be nice but not essential.
The embassy is talking rubbish.

I believe the foreign ministry has no information whatsoever on anything dealings outside their department. That includes road matters. Phoning them will probably get you some unreliable answers.

As China does not accept ANY foriegn cars , some countries responded by not accepting Chineese cars , dont know if Russia is one of them though
