Since the Tzar Putin declared publicly he was not willing to go for a third mandate to respect the russian constitution, I was wondering who he appointed and formed to be his successor?

I think his successor will appear a bit later. May be the next year. Earlier I though that it can be Mikhail Fradkov, but now I'm not sure about it.

Either one of his close allies... maybe Sergey Ivanov, or a complete 'Mr. Clean' nobody (like he once was) who will listen to him.

Does the system really work like this in Russia? I spent 9 months in Ivanovo recently, and talked politics with a few people who seemed disenfranchised a bit -- but is it really so bad? Do the people honestly have no voice? Does Putin really have the power of a Tzar, is he stepping down simply because he's willing to respect the Constitution?
