Don't worry Very Happy BeeLine and any other cellular provider in Russia will charge you for international calls. Even if their service goes down, if you are able to connect, it means they can track you call and the minutes you spend. So, it must be somebody's 1st April joke, especially that one minute of a phone call abroad with BeeLine and other providers costs about $1 - $2.

If you really want to save money on your international calls, I can propose you to purchase a phonecard through http://phonecards.waytorussia.net -- a phonecall abroad from Moscow will cost $0.10 per minute (standard rate even with cards sold in Russia is $0.20!), and if you use it from the USA to Russia, it'll cost as low as $0.02 per minute! It means that if you dial from your cellphone it should cost about $0.30 per minute including the provider's charges, which is much much lower than the operators' rate.
All cards are purchased and activated online. I'm kind of very happy I found this service (and partnered with them), cause now I can purchase a card and save loads on my international phonecalls. The only drawback is that occasionally they require you to authenticate your credit card to avoid fraud -- you just need to send them an e-mail with the name of your bank, the last 4 digits of your card and an authorization code -- but that's rare. I'm using their services and the connection quality is perfect.
