Calling MTS mobile phone from the US

The number is +7 (916) XXX-XX-XX I searched articles on this site and found a direct access number to MTS (095-766-0222) that said I could use to call and then enter the (916) mobile number, but it didn't work. It never let me enter the mobile number. The message said I could not use this number from the MTS network. Any help would be much appreciated. Thanks
