Hello,
Thanks to this site, I must say, my 1st round-Russia trip last year was great. My question now, however, where I need assistance is:
I am in negotiations with purchasing a small country house, about 3 hours out on the MKAD. However - the nearest (large) city is Ivanovo. Where in the world, would I register the visa since my 'village' is tiny, and HOW would I register it because I'm not 'renting' I'm 'owning' a property. Naturally I'm presuming a business visa would be best - but I have not yet had one, and am a bit intimidated, as everythign here relates to 'renting'.
I know it can be done, I just dont have the budget to hire some western/Russian firm to bankrupt my funds for advice - so anything anybody here has would be great! (PS: do i need to go to a bank before finding the OVIR to avoid going around in circles?)

Nice to hear that this site has happy people coming back from their Russian trips.. I guess your question is a bit hard for the site itself, as it covers travel and buying property is not a part of that, but I hope someone like Mediashark or maybe Overseas_Expat can give you useful advice?
Mediashark at least has experience in that.. |

Gee thanks for the vote of confidence but umm, I don't actually have any firm knowledge on the subject. However I have seen a number of conversations on the topic.
It seems to me just for starters that foreign individuals are not allowed to own property in Russia. But foreign business can. And if you're in negotiations to buy a property I assume you have a Russian legal representation? If not--you'd better get some. Russian property 'law' is very murky. Registration is equally as opaque.
All of the people I'm aware of who have bought property here have been married to Russians. I have no knowledge of any foreign individual without Russian family who has bought property in this country.
To be sure, I can only advise that you not go forward with any of this without good Russian legal counsel. It would be foolhardy to continue without a perfect understanding of what you can and can't do legally, and what your property rights are.
Even for Russians who are trying to legalize ownership of soviet-endowed property, the quagmire is huge. Peope own property and apartments without documents. There was no system of title and deed. They are now trying to legitimize their ownership, and many are running into a world of problems.
I can only caution you to be extremely very careful and BE SURE you have a reputable lawyer involved in the deal. |

This is what City-Realty says: Question: Can foreigners legally purchase apartments in Russia and do they have the same property ownership rights as Russian citizens?
Answer:
Yes, there are no restrictions on foreigners purchasing residential property in Russia, and foreigners have the same rights when it comes to property ownership as Russian citizens. |

A German acquaintance of mine who lives in New York owns two apartments in Novosibirsk as an individual - it's some Eastern European countires where you have to register a business and list any property as business assets.
On the visa front - if you can stretch to getting some firm (your property agents perhaps - if they are registered with the Foreign Ministry then they could invite you so that you can conduct your business transaction) to sort out the whole thing then it might be worth the expense etc. Your visa would just need to be registered at the nearest OVIR.

awksus, you never came back to comment on your post. I'm disappointed.
After I read your question I spent many hours googling all kinds of things. I turned up all kinds of interesting stuff, Russian property law (even fuzzier than I'd imagined), and property as business investment in Russia, and tax codes and.....absolutely nothing substantial regarding the legal ability of foreign individuals to buy a house in Russia or the subsequent necessary regristration.
If you ever come back to read your thread could you please post the process you've gone through and how successful/failed it was? I'm really interested. |

| am travelling to Russia this weekend on BMI's new LHR > DME serrvice to buy in Tver area (hopefully - i have another lined up incase I like it better)... will get back at the end of next week to debrief! |
