I've taken photos in both the Moscow and St Petersburg Metros and never been challenged. Just be discreet and you should be OK. If someone does say something, play the tourist who doesn't understand.

Well, I don't know do they sell any permisions so that you could take pictures inside the metro. It is actually forbidden to photograph metro stations, militsiya and army. Also don't photograph homeless people or animals if you see any police officers nearby, they might not like it. Also do not drink liquor at public places in Saint Petersburg, it is forbidden nowadays.

You are indeed NOT allowed any filming inside the metro.

I had to help a film crew get in there, and they were advised against getting cameras down there.

The cops are abusing the rule and will take the 'fine' and pocket it themselves. One assumes they will look the other way once the money exchanges hands...

If you take photos, at most you might be slapped a 'fine', but nobody really cares, but if you are a big film crew you might have problems.... film crews require filming permits, as with many places, and they are expensive.
