You can take a train from Saint Peterburg to Luga. It should take a little less than two hours.
Do the search at www.poezda.net to see the timetables:
to field от put Санкт-Петербург and to field до: Луга
Trains to Luga leave from the Baltic Station Baltiiskii vokzal (Санкт-Петербург-Балт) in St. Petersburg. Also trains going to Riga and Vilnius pass Luga, those trains leave from Vitebskii vokzal (Санкт-Петербург-Витеб). Both train stations are quite close to city center and you can take a metro to train station. The metro station at Baltiskii vokzal is Baltiiskaya (Балтийская). Metro station at Vitebskii vokzal is named Pushkinskaya (Пушкинская).
