It is inpossible to build any kind of "normal" hightway/railroad there at least using current technology/engineering techniques because of permafrost and deep-continental temperature flunctuations fom -50 in the winter to +30 in the summer (see "road of bones"). The most reliable way in the northern Siberia is by air. In the summer - by ship through Siberian rivers or Arctic seaway. In the winter - using car or snowbike by strong ice of the same rivers. Prices including transport several times higher than in the European part of Russia. But people live there because of things like goldmining.

The travelling method of choice has always been dog-sleds. Forget about summer, the winter is the only time travelling is possible in the North, when the rivers and swamps are frozen and there are no moscitoes.
Nowadays people use snowmobiles. If you have the cash rent a helicopter with crew that will take you wherever you wish.

There are no (or veru bad) roads in Siberia and north of Russia. You can get to Arhangelsk by train, from Arhangelsk to Vorkuta only by train (one train to Vologda, second train from Vologda to Vorkuta).

North of Siberia is inaccessible.
