"We have done everything to safeguard Russia from internal disturbances and to put it firmly on the track of evolutionary development," Putin told diplomats and senior officials in a speech in the Kremlin.

"And I am forced to repeat myself -- we will not allow this process to be changed from outside," he said.

Putin is not allowed by the Constitution to run for a third consecutive term but has said he wants to maintain political influence after his departure.

His opponents blame the Kremlin for intimidating opposition figures ahead of the polls so United Russia can dominate the next parliament and a handpicked ally can take over the Kremlin.

Putin rejected these suggestions.

"Our political course is clear and invariable," he said. "We follow the path of democratic development."


"We know the value of true democracy and want to conduct elections that are honest, as transparent as possible and open," Putin said. "We are sure this is the way these elections will be."

Analysts say Putin, Russia's most popular politician, faces almost no risk in the transition of power.

But his large role in the polls and zero tolerance of opponents will overshadow their outcome in foreign eyes.

In a keynote speech earlier this year, Putin accused the United States of seeking to dictate its will to the world.

On Wednesday, Putin made clear that this course would not change.

"A moment of truth is coming in global politics. We need to give up the policy of dictatorship and deterrent," he said. "We will move nowhere until we agree on new, clear and mutually acceptable rules for cooperation in international affairs."

Well, Putin is not going to let US of A push him around. You see, Russia is not Iraq. Russia is fully capable of defending itself from any attack, and is also financially stable ta the moment, thanks to its huge supplies of oil, nat. gas, coal, and other minerals, diamonds, gold, platinum, and other precious metals. So, if Russia is not affraid of anybody today, well, it has a right not to be. And that should concern you, Surfguy, because if you look closely, you will find that today, we have a resurgent, increasingly powerful Russia, already a regional Superpower in Eastern Europe and Central Asia; growing Asian Superpowers, China, and India, who each have a population over a billion people, large armed forces, and substantual nuclear arsenals. You have Iran, a growing Islamic Superpower, that will have over 100 million people by 2025, and is working toward acquiring a nuclear arsenal. You have Pakistan, an Islamic state, a big power in its region, with a nuclear power, which a has a long history of cooperating with the Taliban in Afghanistan, and where hard-line Islamists are threatening to take power (Bush's nightmare, an Islamist State with a nuclear arsenal Laughing). And there's Turkey, which, right now, as far as I am concerned has the best armed forces, and is the most powerful nation in the Middle East. And in South America, Brazil is becoming the leading Power. It also aims (secretly) to get it's hands on a nuclear bomb, and already has armed itself pretty good. And it's population is already over 200, 000, 000 people. The US and Western Europe are slowly but surely loosing their dominance, their grip in the world. The balance of power is shifting from the West, to the East and South. You in the West are not the only big guys around the globe any more. There are guys, these days, in the East and South, who are just as big as you, possibly bigger, and they ain't gonna let you tell them what to do! And I don't honestly know, what the US, and the EU are going to do about that... I mean, the US is definately not looking too good these days: our Canadian dollar is worth more, then the American one, for God's sake!
And Europe: shrinking, ageing population... Internal squabbles... Oh, boy... I would love too see what world will look like in 20 years after this day! Laughing

I think there was an assumption that because the soviet union broke up, that all of a sudden Russia was looking for direction from the west, so the American government, and a few European ones, started telling Russia what they should do. I think they've gotten a response they weren't expecting, which was "mind your own business"
I think Putin is one tough guy. A good balance in the world. Imagine what would be happening in places like Iran, if Putin wasn't there.

Hey Ruskkii...why do you always make this a West vs Russia deal...get over it! My post have not been anti Putin or Russia. By the way...most of Russia's monetary assetts are sitting in Western Banks. The Largest importer of Foriegn goods is now the EU...then 2nd is the USA...so all we have to do is stop buying and the world economy folds. Ok Also Like Russia...all a country has to do is to put sanctions against a country...what that means is all assets are frozen...meaning all the money just invested in the USA...guess what they then become assetts once again of the USA. Russia has a shrinking population...and you know what that means...big problems by 2050...when it is estimated that Russia will be mostly muslim. So let's not over react---big problems are every where in the world. Just like the russian owned futball team in the UK...what is it Chelsea...well if the UK wanted it back...they could just take it away...and legally too. Messed up...but it's the way the world works.

Yes I think Putin is a strong leader...and an effective one. Bush is gone in a year...so people need to look at the US agenda...not our individual presidents. Remember...Clinton wanted Regime change in Iraq and also went after the WMD. Our Presidents all...work towards the same US agenda...its our domestic issues where they differ. Which btw should be dealt with at the state levels.

This statement, in view, is totally false. GW Bush thinks he is working towards the same agenda as previous presidents, but he ruined this country's reputation. His administration is filled with cronies, religious nuts and other no-nothings. This Iraq was not only costs the country over 100 bil a year, but also made the US of the least liked countries in the world. If you looked at how Bush senior governed - he had some of the brightest people working for him, and he always sought consensus at home and abroad. I cannot wait for the retard in chief to leave the White House. Whoever replaces him, cannot possibly be any worse.

Rudy had another scandalous day - turns out he was doing his mistress (now his 3rd wife and covering it up with government's help).

well it will be interesting to see what unfolds...be glad Bush isn't doing what Putin is...otherwise you could see him for a lot longer. Also do not forget...that Cheney and Baker worked for Bush Sr too. We need a change that is for sure...but Iraq will come around. Let's not forget...we have our military there when before we did not. Some of our Air bases there are the largest in the world! My point is that when it comes to our foriegn Policies...the US Presidents work towards the same goals. Too...so much corruption goes on on both sides...and it so far has been Diane Feinstein who has profited the most off of this war...over $800 million...sickening for sure! Anyways...Bush will be gone and then we will see what happens. Hillary may not win...and if she doesn't then that is just a huge slap to the Dems...they will be finished. Personally I think all the candidates suck...dem and Rep...and I wished we had a firm leader like Putin. As I've always said if the world hates the us...then stop coming here and stop taking our generosity...use your own dam currencies...fund your own problems...for real it doesn't matter to me what the world thinks...fact is we have not had one terrorist action against us or our embassies since 9-11...I wonder why?

International problems can not be solved with force, Surfey. Putin said that, and he was right. You say: "Iraq will come around". My friend, over 3,000 of your American soldiers have died there already, it is turning into a Second Vietnam, and I don't see it "coming around". The USSR had enough sense to pull out of Afghan in time. If you, Americans, are going to follow our Soviet example in everything, that has to do with international policies, then follow this one to. Believe me, Iraq was MUCH better before you, Americans, went in. It was a dictatorship, yes. But at least Saddam kept ORDER in the country. No one blew each other up in the streets. No one shot each other. The Sunnies, Shiits, and Kurds, all lived together under one roof, called Iraq, and those that made trouble, and caused DISORDER, were simply eliminated. Stalin did the same thing. The Kulaks made trouble, he purged the Kulaks, factory owners made trouble, Stalin made it so that there were no more factory owners... He was really a brilliant man... A ruthless son of a bitch, but a brilliant genius of a man. And Slobodan Milosevic. This was a hero, who died defending his people, the Serbs from Albano-Croato-Bosnian-NATO conducted Holocaust! Whoa...easy there turbo...weren't the Oligarchs all russian? Seriously stop blaming the USA for the ills of your society. As for me I already stated I personally am against the war in Serbia. That was a Clinton deal. Also Iraq is no where nearly like Vietnam. Fact is Ruskii if you watch the news...Al queda has been defeated there and has been forced to leave. Baghdad is a bustling city and the numbers of incidents are a fraction of what they once were. And do not forget...Russia stands to make huge profits off of Iraq...Putin himself said the US needs to be in there until it stabilizes. Not one of the US presidential candidates are saying we are going to pull out. That they are going to pull us out. Fact is we are there for many years to come. And Russia is set to share in the oil and gas reserves that are there. Putin is a closer ally to the west then what is on the surface. The fact is the world economy and our national economies are all based on trade...take away one major trade partner and everyone suffers. Be glad that the dollar is weak right now...it allows for foriegn economies to grow. Which right now is what is needed throughout the world. Especially for Russia. As far as American men going to Russia for women...yep i don't disagree...I would be pissed too if I was russian. Sex tours etc...marriage agencies etc...I think they are all a joke! Not my thing that's for sure. Anyways...be glad you are in Canada...I'm sure you live a better life there economically than you did in Russia...especially from the city you are from. I watched a documentary on it last week. It was made a year ago and I have to say...the aids rate, the drug and alcohol buse...the prostitution...I wouldn't want to live there. Of course I am only going off of the documentary. But still....whoa...very disturbing! And as I said I can only hope that Putin gets things under control!

Cool down, don't take yourself for Vladimir Putin, I remind you are a simple Russian who emigrated to Canada because he was nothing in his own country.

For the rest, what Russia will do ? Declare war to USA, EU and NATO ? What a joke, you didn't have the balls to do so during the cold war.
And be sure that EU and USA will not let a dictator bully eastern countries of Europe anymore.

I agree with Surf, Russia has a large and I mean large republics that are Muslims, their populations are growing tremendously and like Surf says, will dominate the Russian population sooner than you think. As we see you have internal wars that are happening within your own country..civil wars no less..with Chechnya. Russki you talk like you live in Russia, however, you are in the West don't forget that. If Russia wants to isolate itself from the World then so be it let them, but we know what happens when countries do that, take Albania for instance. Sure you can have all the oil, diamonds, natural resourses that Russia has, but what good is it if you can't sell it to your neighbors because you are fighting with them. America also has natural resources too. The American dollar is weak, but thanks to tourism from Canada, England and other countries you will make our economy better. Very Happy Very Happy
