Can anyone tell me about registering tourist visa. I would get tourist visa (it's easier and faster as privat), but than I would stay at my friend at his apartment.Maybe I would need to stay a day in one of Moscow's hotels, before getting to his city (Izhevsk). Can I register it in Moscow hotel for all time of staying in Russia, even if I will be in some other city, or can I register it at OVIR in Izhevsk, or I will have to go to some hotel in Izhevsk and get it registered?

This depends on the hotel. Generally, they don't like to register for the whole period of the visa. You could register the visa with the registration office of the visa support company in Moscow (however, it takes a few days), and then go to Izhevsk and stay at a private apartment. Legally, you should also register in Izhevsk if you stay there for longer than 3 working days, but I don't know how cops may learn when you arrived in Izhevsk if they check your documents... What if you arrived just yesterday and have already chucked the train tickets?
