I'm a Russian-Canadian citizen and I would like to marry in Novokuznetsk, Siberia.
Currently I live in Toronto.

I have a Russian passport that I got in Canada and a Canadian passport.
Problem is that I count only as a Canadian citizen and partial Russian citizen at the ZAGS in Novokuznetsk, because they have no similar cases and have NO idea how to proceed. Some have told me that I don't need any hotel registration, as I'm Russian. Some told me that I do need a registration because I am Canadian.

They are demanding a certificate that I'm not married in Canada. However in Canada only a "marriage-search" document can be acquired, which is the only legal letter avaliable that confirms that I'm not married in Ontario between the years of 1999-2008 (before 1999 I was younger than 14).
Other provinces do not even provide such information, as I have not been living in other Canadian provinces.
To prove this, I'm acquiring a letter from the Russian consulate that confirms that I'm living in Toronto.

Anyhow, I've had the "marriage-search" letter translated into Russian by a notary public in Toronto. I plan to have the certification authenticated by the Department of Foreign Affairs in Ottawa, and the whole thing legalized at the Russian consulate in Toronto this week.

Does anyone know if that is enough to be legally married to a Russian girl in Novokuznetsk or even in Moscow (if Novokuznetsk officials will still deny me)?
