Generally, do we have more English speaking people in Russia? Could we manage to visit Russia without knowing Russian language?

Most of Russians learn English in school, but 90% of them can't speak freely. So I think that you'll hear " I don't speak English" frequently

Most of Russians learn English in school. But any information is quickly forgotten, if it does not find any practical application. Therefore, majority of young peoples use the so-called "broken English" - a combination of simple English words. But I am sure that 99% of English-speaking tourists, who visit Russia, don't speak Russian. When I was been at Italy and France, I knew only few words from their language. But it was not problem for me.
