First, I wanted to say thanks to everyone for their most excellent input on this site! Planning a trip soon to the Kamchatka Peninsula, and wanted to take my satellite phone. The .gov site says I may need to get special permission for it. Anyone know who I go to for this, or if I really need to? Any other thoughts? Thanks in advance for any help! Sarah

Kamchatka is a highly restricted region (look under "Destinations" on this site), and depending on the details of your travel, you may need a lot of pieces of paper. If you're one paper short, it could spoil the trip. So I would start with very careful preparation. Collecting all of these (including of course your invitation and visa) can take from several weeks to several months! If I were traveling to Kamchatka, I would start by contacting a travel agency: at minimum, one very experienced in travel to Kamchatka, and preferably one located there. You will have to pay for their help, but they should know about and be able to manage special applications, permits, invitations etc. About the satellite phone, see a fascinating web page about Chukotka (another far-eastern region): http://www.angusadventures.com/beringstrait.html which says Quote: Any communications devices (including cell phones) and electronics that communicate with satellites (such as a GPS) need special permits from Moscow. If the official documents from Moscow are not procured upon arrival, these items will be confiscated. Again, the tourist agency you are working with can take care of these details, but be sure to start the process very early. My guess is that this likely applies to Kamchatka as well, but the travel agency can advise. Kamchatka looks to be a very special and beautiful part of the world.
