According to the visa, I am able to stay for 90 days. If I leave at the end of the 90 days and then return on a new multi-entry business visa within 2-3 weeks, does the '90 day clock' start again?

As a reminder to those with long-term business visas, you cannot stay more than 90 days out of ANY consecutive 180 day period on a visa. But if you get a new visa, the clock starts over (and of course, you must leave Russia to get the new visa). And if anyone is wondering, you can apply for a new visa, even if your long-term visa has not yet expired. When the Russian consulate receives your passport, they will cancel the existing visa before adding the new one. As far as I know, you can't have two valid visas at the same time.
