Unfortunately, that's standard practice when renting apartments short-term - you have to pay extra for registration. 40 euros is on the more expensive side of the scale for such a service though.

I rented an apartment the first time I visited Russia. The Visa Registration process I admit is confusing but understanding that Russia is VERY Bureaucratic helps in the understanding.

I was lucky that first time because I stayed in Saint Petersburg over a weekend, arriving on a Friday and leaving on Wednsesday. That constituted no more than 3 working days and I didn't have to register my visa. If a weekend or Russian holiday is included in your stay, you might not need to register your visa.

But if I had stayed through to Thursday or gotten into Russia earlier than Friday, I would have had to register my visa.

Regarding the Visa Registration Fee......like other's have said, the $40 is on the high side of the Visa Registration Fee scale but that's the way things are in Russia.

If you are staying in or near a large Russian city then you might be able to save $10 and use the registration service from this website. I think their service costs about $30. There are other services which can be researched on the internet.

I have seen services which were as low as $15 to $20 when added to the Visa Invitation fees.

I myself like simplicity and ease. There is nothing like using a service for that and for a first timer I recommend that.

I've visited Russia several times and have found a hotel in my favorite city that will register my visa for me for about 250 roubles or about $10 US.

Like I mentioned, I like ease and simplicity. Do what is best for you.
