How to get to Moscow customs from St Petersburg
with a second hand car from Belgium without number plates?

I have bought from a car dealer in Belgium a second hand that will arrive by boat in St Petersburg port.
Can I get from the customs in St Petersburg the authorisation to drive my car (no registration plates) to customs in Moscow? What to ask, How best to do this?
I was told that customs can give two days authorisation to allow you to drive to Moscow and present car at customs there;
I want to buy of course the third party insurance from a Russian broke to be compliant to the law to be able to drive;
Please advise, thanks a lot

I assume you wish to permanently import the car into Russia, register it and receive Russian number plates. But you don't say whether you are a russian travelling on a russian passport or a foregiener travelling on a foreign passport. You could get a temporary import certificate valid for 10 working days at the border to give you time to sort everything out. My advice is that you need to speak to customs at the border which you intend crossing and also customs in moscow. Rules change and therefore taking information off the internet might not be the best. Nothing succeeds like speaking to the people who know. The russian customs do have a website, parts of which are in english http://www.customs.ru/en/ftravelers/ietv/
I strongly suggest actually speaking to the people involved.

Many thanks for your helpful reply.
I am Belgian, regular Belgian passport working in an international organisation in Moscow and I have from the Russian Ministry for Foreign Affairs a service card conform the status of Technical Administrative staff belonging to a diplomatic mission. This gives me the right to bring in a car without taxes, to register it on red T plates (not D because that is for full fledged diplomats only) and to keep this until the end of the validity of my service card (3 yrs).
My question is, do you think Moscow customs can provide me this paper in advance giving me 10 days the time to do the customsclearance procedure ? With this paper in hand I could collect my car at St Petersburg port and drive it to Moscow and finalise the customs procedure.
I have conflicting information, some say that I should pay a caution first to Moscow customs office before being able to collect the car which 'one day' I will get back from the Russian authorities. See the following link

Second question. Can insurance firms in Russia provide me third party insurance on a car that has no registration plates?

My best guesses...

1 Consult with the Belgian Embassy in Moscow and speak with whoever deals with their vehicle administration. They will have some bunch of russians who deal with their paperwork for this sort of thing - and put you in touch with someone who knows what they are talking about - alot more than me on this subject.
2 Bring the car into russia on Belgian plates via the land border with Latvia and the M9 to moscow via pskov. There you can buy russian insurance on the latvian side for the belgian plates. Bring the car into russia on belgian plates and the 10 day temp import cert 'vremmeni vosd' and you will have 10 working days to sort out the russian side of things in moscow. This might change depending on the advice you receive from 1 above. At worst you might have to nip across the border and bring in the car slightly differently. But 1 first is a must I think.

Let us know how it goes.

thanks, no progress yet. Car is indeed shipped to St Petersburg so time is pressing to find all answers.

It took two days in St Petersburg to get the car out of the port. A customsbroker was necessary (350 euro charge) to organise propusk to get me into the port and to organise customs import papers.)
Customs St Pete gave me the green form and two calendarsdays to drive from St Petersburg to Butovo Moscow customs. (no transitfee payment necessary)
I drove without registration plates but with third party russian basic insurance during the night (not recommendable).
Import was finalised at Butovo and GAI in one day; for that assistance of an embassy driver was crucial.
So it all ended up well, the car is imported and registered on red diplomatic plates.
The above mentioned procedure seems to me only valid for diplomatic staff who brings car to Russia. Thanks for all advises received.

Glad it turned out okay for you in the end.
The port charges seem reasonable as I expect that the documentation and port storage and stevedoring fees would have been part of the final bill. I'm glad your experience of the butovski tamozhiya punkt seems to tally with mine. A fairly efficient and helpful bunch of people. One day seems reasonable to me. Thanks for posting your experience.
