If a foreigner acting as a self-employed contractor within Russia wants to play by the rules and pay taxes properly, where does one start?

Basically, providing services and invoicing each month (no expenses, meaning accounting is extremely simple), a small chunk of that could go to taxes. But where does one register, and where does one pay? I'm not too fond of getting recorded in registers in Russia, but wouldn't mind paying a little taxes to do it right.

By the way, the income tax is 13% if I understood it correctly. Would a self-employed contractor also pay only 13% on the proceeds, or are there some other additionals taxes to pay when being self-employed?

(I'm aware of how common it is to be paid in the hand, without taxes, but this is not about that.)
