Designating consulate for visa application

Here's my situation:

I am in need of applying for my single-entry 3 month Business Visa this week. When arranging my invitation, my new employer asked me to designate which consulate I would use to apply for my visa. At the time I stated Narva, Estonia as it would be a good excuse to revisit Tallinn while my application was processed. I however just came to realize (now with my invitation, cover letter and proof of medical insurance in hand) that Tallinn actually hosts a Russian Embassy with a consulate department. Is there any reason then that I may now not use the Tallinn Embassy instead of the Narva consulate when Narva was first designated? Perhaps it won't matter since they are within the same country? Wishful thinking...

I have contacted my employer for their feedback however due to the Russian holidays will not receive a response in time. I have also sent emails to both Tallinn and Narva consulates, however, neither has generated a response. Does anyone else have an answer to this?

Also, can anyone confirm if the Narva and Tallinn locations are closed through the first part of January... say through the 7th or 9th? Their website is in Russian and Estonian so I can not make out their holiday schedule. It would be unfortunate to show up on their holiday and be forced to wait a week for them to reopen.
