I'm working on a low-budget documentary film that will be shot in St. Petersburg and Moscow, and I had a question about fees (in addition to my visa) for bringing in film equipment. I've received conflicting information about the cheapest way of doing this, and was wondering if there are any filmmakers on WayToRussia that have experience with this.

I'd like to bring in two pro camera packages, some lighting equipment, and two pro sound packages. The equipment cost (we're renting -- I wish we could own it!) is about $40,000 USD, and it will be fully insured.

Someone told me that, in addition to my visa, I must obtain a "CARNET" license, which allows me to bring equipment in and out without any tax assessment for an extended period of time, such as six months or a year. These licenses appear to be very expensive, though I don't yet have an actual quote.

A few other people said that I don't need such a license, and that all I need to do is list the items, have this reflected when I'm stamped in at Russian customs, and then show that I have all the items when I leave.

I'd be grateful for any guidance on this!

Btw, there still is a law prohibiting export of undeveloped-but-possibly-exposed film from RF( who knows, what if there is some top secret military plant filmed?)
