Is anyone experienced with both consulates?

I need to get my student visa sorted out by the end of the month, and am expecting the invitation very soon. In anticipation I've emailed the Edinburgh consulate who state that for a 3 month student visa (in my New Zealand passport) I need:

* Original invitation - not a copy
* HIV certificate
* Letter from the university I'll be attending
* Application form
* 10 day waiting period

According to the London website, and what friends have told me, London accepts photocopies for 3month visas, and do not require HIV certificates. My friends have also managed to get same-day service on their New Zealand passports, so I'm confused. Do they have 2 totally seperate sets of rules? I emailed Edinburgh to enquire and got a one-line response " We are not responsible for our colleagues in London. We require HIV test."

Any advice? My other question is - if I chose to either post my application to London, or go in person, am I allowed to apply there being that I live in Scotland? The website says "Our Consular District includes the whole territory of the United Kingdom excluding Scotland."

Question Are there any information about travel agencies in Scotland what would help to get Russia's visa till 17th of April? Help us PLEASE!

I have used these people for a few years, they are based in Edinburgh.
