Is it possible to receive the same day processing visa to Russia in a country where one is not a resident? E.g. for a US citizen traveling in Europe to apply in France or Germany?

Fast processing is available in most consulates. You just have to pay the extra fee.

The question is whether you are eligible to apply at those consulates or not. Many now have a requirement that you are entitled to be in a country for more than 90 days before you can lodge a visa application for Russia. This precludes all tourists from doing so. Sucks.

In the UK, under the circumstances I described, 10 business day processing is the only option. So, my question was on other consulates. Does anybody know?

The policies seem defined by consulates themselves rather than by the RF (that only states that the residence permit in a country has to be 90 days or more, which is true for all tourist visas for Europe in the US passport...
