My friends daughter's Russian Passport has expired. She does have a valid US Passport. Can she just get a Visa on her US Passport or is she still considered a Russian Citizen preventing her getting a Visa ( She is 14 years old)
They are looking a trip to Russia for a visit this April/May
Thanks |

The child must travel to Russia with a Russian passport. Instructions for getting a new one can be found at http://www.russianembassy.org/CONSULAT/adoption.htm. I am getting ready to replace my daughter's Russian passport for the first time, so I'm not sure how long it will take, but it might be tight for an April trip. The good news is that it is very easy to travel with both passports and no visas (for the child). We took a trip back to Russia and were able to use the "citizens only" line at Sheremetyevo passport control with our daughter, which happened to be much shorter at the time.
All Russian citizens must travel to Russia using Russian passports and the child will not be able to renounce her Russian citizenship (should she choose to) until she is at least 18 years old. |

Thanks for the information !
Just curious if you tried to get a Visa on a US Passport, what triggers the " O your still a Russian Citizenl" ??
Our daughter is from Russia as well, but hers does not expire till December of 2010. We went back for a visit in 2007 and had no problems using both US and Russian Passports. With her Russian Passport, she cleared Passport Control very quickly and had rounded up all of the luggage while we still in line !!!!
Again Thanks |

| The visa application explicity asks place of birth, are/were you a Russian citizen, how citizenship was lost etc. You will find those that lie on these questions and get visas for their children in US passports, but I don't recommend that. One runs the risk of major head aches should the truth be uncovered on such a trip (unlikely) or making difficulty for the child should they need or choose to travel on a Russian passport later in life. |

Passport of Russian citizen is renewed twice. It is given to a 14 year old person, then it is replaced at 20 and second time it is replaced at 45. |

As far as I know citizen should apply all documents for a passport renewal (written statement, photos, old passport, duty payment notice) during a month from a date of an event caused renewal of a passport. Subtract one week (just in case) from this time because the date of document application is a date when your documents are in militia de facto. Law requires passport bureau to renew a passport in an interval from 10 to 30 days depending on a cause of renewal. Some bureau are well organized and able to renew your passport in few hours (for an additional fee), some bureau will renew your passport entire month no matter what. It is always wise to ask how much time it will take.
Failing to comply with time frame might result in some consequences for a citizen. For example his/her passport could be perceived as invalid and unusable. Another consequence is a fine, hovewer it is up to passport bureau to demand it or not. Some time they demand, sometime they don't. Pattern of their behavior is unknown to ordinary citizens. I know many cases when russian citizens failed to comply with timeframe but weren't fined. Usually it is because of laziness or because of bad memory. Problems in places such as airport or train are guarantied. |
