Hi,

Yesterday I visited the consulate to start my application for a visa to Russia. I'm applying as an American citizen living in Ukraine (I'm using the L'viv consulate). I have health insurance through my employer, but the consulate didn't like my insurance card because it doesn't state an expiration date. They won't accept this as proof of insurance, but it's all I've got at the moment.

The guy told me that I can buy 'proof of insurance' from any place that sells insurance in Ukraine... for under 1 USD. Seems weird to me... has anyone ever heard of this or done this before?

Any advice would be greatly appreciated... I need to resolve this in the next 2 days, because I'm going back Monday to pick up the visa and they won't give it to me unless I show some other proof of insurance.

This won't really help, but the policy of the Russian Foreign Ministry is to require health insurance only from citizens of those countries that require Russian visitors to have health insurance!

This is a pretty short list of countries, and does NOT include the United States. So really, they shouldn't be bothering you about this at all.

However, Russian Consulates are famous for doing things "in their own way," so the policy back in Moscow is maybe of little comfort to you. But probably in most Russian Consulates around the world, you wouldn't be having this problem.

As romdur said, US citizens do not need insurance; however I think given the situation that you've outlined, I'd spend 15 minutes on the internet and mock up a fake policy confirmation letter. Search around for an internet company that offers traveler's insurance and mock up a convincing letter. Who's gonna know? Or you could just buy a policy.

Today I went to an insurance office in Ukraine and bought a short-term insurance policy for a little more than 4 USD. As far as I can tell, it's quite similar to travel insurance that you might buy in the US. Let's hope the consulate accepts it!

The advice of Danbrew is extremely bad : a real insurance costs less than 1 euro per day, why would you save those few coins and risk being without any insurance ?????? What will you do with a broken leg and a fake letter when you could have paid an insurance for less than the price of a Starbucks coffee ?
Besides, you might be already insured with your current insurance, or with your credit card, and only need to ask for a letter.
