book hotel before?

Way to Russia states that you do not need to book a hotel but they will just write down a hotel on your invitation. If I stay at a different hotel, will they still register me even if my invitation says otherwise?

Probably because they did not know what to do with it and the usual thing is make up rules so they sound like they know what they are doing. I had something similar trying to cash traveller's cheques in Moscow. They made up some rule that did not make sense. I did not care, just as long as I got them cashed.
