cannot provide visa support?

I sent a request for a tourist visa support via www.waytorussia.net, after I gave my information and credit card number, I got an email from visa@visatorussia.com saying that they cannot provide me with the visa support due to some regulation(Currently they only provide this kind of support to North American citizens and EU citizens, and I'm a Chinese who's currently studying in Germany). Does anyone know that what else agency can provide visa support besides this one and www.getrussian.com(this one doesn't have Chinese in its nationality list)? Thanks a lot!
