Hi! I am originally a Russian citizen. My Father is Indian. We came to India in 1995 and I have not gone back since. I have never had an internal passport since I did not really have a "propiska". When my USSR passport expired in 2000, I was issued a new, RF passport in Calcutta, no questions asked.

I am now staying in Delhi with my Indian husband and my 3 year old son. I had recently gone to the Russian consulate to inquire how I should go about acquiring my new passport since the present one is expiring. In very plain words he told me he cannot do anything since I do not have an internal passport which would prove that I am not registered in Russia. He cannot put me on the Embassy registration because of the absence of this proof. I requested him for some sort of help, but I was told that I have to go back to Russia and get that proof. I have no intention of doing that because I neither have the means nor the inclination.

I have hence decided to apply for the Indian citizenship, which I am totally eligible for. My only problem is, I was told at the same Russian Consulate/Vias Office that they will not accept my passport and issue an NOC till I get that proof/certificate, which I don't really know what it really means.

I really need someone's knoweledgable advice in the matter. Please help!!!

I have no knowledge on these matters, but it seems right to inquire also at the appropriate indian office about the possibilities for indian citizenship and not only at the russian consulate. They might have more accurate information there.

Try to get an Indian passport/citizenship without renouncing the Russian one, if it's possible. If not, you will need to do some good research online on how to renounce your Russian citizenship without going to russia. At the consulate, they may not know what they are talking about, since very few people if any renounce their citizenship.

If India requires documentation confirming that you renounced your Russian citizenship, I think you should go to Russian consulate or embassy and be persistent. In fact, if it's so necessary and must I bet you can agree with them to "forget" that "propiska" requirement for a certain amount of money. The other idea would be to contact some agencies in Russia (in Moscow or St Petersburg) that deal with visas and citizenships - they can probably make a piece of paper you need for a certain amount (they know who to buy and how to get it).

I know for a fact that presently India does not arbitraily allow dual citizenship with any country and dual citizenship is granted on a case-by-case basis, and special applicants. At the moment, only ethnic Indians from the United States, Canada, England, the European Union, Australia, New Zealand and Singapore may apply. Based partly on security concerns, those in developing countries such as Kenya or Pakistan will not be allowed to apply.

So India will probably will force you to renounce your Russian citizenship. The interesting and confusing thing about this is that Russia officially will probably not recognise this and will still allow you to use your passport and apply for it and etc. A country cannot willfully strip someone of their citzenship unless said person violated a law that would allow for it.

Talk to an Russian consular official or a Russian immigration lawyer about your options regarding this.

Rodina does not release it's citizens so easily. A year ago it was $400, now $155. If not in a hurry, wait a little, soon it might be free and simpler, if Russia as the RF, will still exist.
