Is visa required when transit from SVO1 to 2 ?

Last week one of my colleagues flied to Minsk via Moscow. He stayed in Moscow for few days on the way to Minsk with valid single entry visa.
And as I read on web site of Sheremetyevi Airport and Aeroflot, Russian visa is not required when transit between SVO1 and 2 within 24 hrs.
But on his return trip, Minsk airport staff told him that non-visa transit applies only if from SVO2 to 1, and refused him to get on board sice his russian visa is for single entry.
Does anybody know, is the staff right? Or just due to some misunderstanding of language barrier, or the staff just wanted to spite him?
He is a citizen of Taiwan(Republic of China) and flied Aeroflot.
