Hello People,

I am trying to call a friend who is living in St. Petersburg but I can't establish any connection.

I type the number in this way: 007(904)xxxxxxx.

I know that 7 is the russia's code.
1 also knowthat 904 is a federal code.

The probleme is that I don't hear a tone (phone ringing) neither a welcome voice-mail message. What I hear is the following message: "The pphone is turned off".

I have read this article:
Types of Cellphone Numbers in Russia

Historically, there are two types of mobile numbers in Russia: a "city" one and a "federal" one.
The "city" one is a normal phone number of the city where you are based (for example, 555-5555 in Moscow). It is as if you have a normal city phone and it is almost not recognizable from a standard fixed line number.
The "federal" cannot be accessed directly: you should dial it as if you are calling to another city: 8 wait for a tone, then a code of the network (i.e. 902, 903), and then the 7-digit number. Even if you are in Moscow and you are calling to a "federal" number in Moscow, you should dial the number through "8 tone code" routine.
It is obvious that the "city" numbers are much easier to remember and to access, however, they are more expensive. With a "federal" number you can generally "pay as you go", there are no monthly fees, while with a "city" number you have to pay a certain fixed fee every month on top of your calls (from $20 per month).

Does this mean that I should type the following number:
0078 (wait for the tone)
904xxxxxxx

I hope that my problem is clear for you guys and some of you will be able to tell me should I do.

Otherwise, can one of you tell me to which operator does the number 904xxxxxxx belong please?

don't dial the 00 before the 7...if you are calling from the states dial 0117...

No, I am from Europe, France actually ...

so, to call Russia, I should dial 007 ....

I have already dialed a land line number and it worked ...

for you information I tried my mobile (SMS), fix phone, and VOIP Buster (similar to Skype)

so, you think I don't need the '8' ...

I think you need to dial 7...8...and then the number. From the us we need to dial 011 for international calls

Dont use the 8 outside Russia. Lately I have noticed that calls to mobiles are taking a long time to connect and sometimes do not connect at all. This has been in the last 2 or 3 weeks.

No I haven't encoutered that. Maybe it is switched off.

I have a friend in St Petersburg whose prefix is 904 and I think he is with Bee Line.

Definitely do not dial 8, it is only used within Russia when calling mobile phones. I don't even use it when I am over there, I just get a sim card and dial the number straight from my address book as if calling from Australia - +79xx xxxxxx.

That site is only in Russian, but I had a quick look for you and it doesn't have any information to solve your problem. Just pricing, coverage maps and all the usual stuff.

I call to St Pete at least twice a week yes dial +7904 xxx-xxxx

+7(812) 740-60-00 is the help number in St Petersburg but you will probably find they only speak Russian. Good Luck!

Surfguy you've got me confused. You say you dial the 8 and it works but then you say you call at least twice a week and there is no 8 in your example. Maybe you dial 812 for a landline.
