Hi. During my trip to St. Petersburg in September, I got to be
friends with someone and got his mobile number. When
I was in St. P., I had no trouble calling this number. But
I have been unable to call it from the U.S. It is not accepted
as a valid number by my long distance carrier or by the
calling card I have for calling Russia.

The number is 11 digits as follows:

8911255xxxx

I've replaced last 4 digits with x's to protect his privacy.
If someone who's familiar with the Russian mobile phone
system can explain to me how to call this number from
America, I would appreciate it a lot.

I remember when I was in St. P, there was another
mobile number I called where I had to dial one number
first and then enter the actual number at the prompt.

You have to drop the 8, this is for local calling only, I call Russia all the time with no problem, even sms ( from Australia )

+7 911 255 xxxx

the + symbol being your international exchange number
